POST/message/alert/rule

新建告警规则。写入在事务内完成：创建规则 → 批量插入条件（sort = 数组下标）→ 批量插入渠道关联。

成功返回标准成功结构，result 为新建规则对象，结构同分页查询中的 MessageAlertRuleItem（不含 channelCount）。
